Shoplifting in Old City has been a challenge of Old City business owners for many years. While many businesses have implemented their own internal mechanisms geared towards detering theft the challenge remains and shrinkage continues to be a problem.
The "Theft Alert Program" (TAP) is a way for Old City business owners to instantly alert all participating TAP businesses via two-way radio about suspected shoplifters or other emergencies that may be in progress.
